A sponsor can define a common workflow pattern and minimum control intent while each portfolio company retains its data, configuration and release authority. This is not a compromise; it is the operating design.

The sponsor needs confidence that the method is being used and that outcomes are measurable. It rarely needs every document, prompt or customer record.

Move evidence, not cases

The useful portfolio-level unit is a pre-agreed metric or evidence receipt rather than a copy of the underlying case.

Make boundaries visible

Architecture diagrams, product permissions and contractual roles should tell the same story. A local company should be able to stop a workflow without sponsor intervention, and a sponsor should be unable to activate a local release unilaterally.
