That requires separating what should be shared—the workflow pattern, control intent and outcome definition—from what must remain local: data, systems, approvals and accountable management decisions.

A reusable portfolio playbook should be concrete enough to operate, not merely a slide describing good practice.

Measure reuse as a value driver
Track time to second deployment, local configuration effort, exception rates and the percentage of evidence produced automatically. Those measures reveal whether the portfolio is building infrastructure or funding disconnected experiments.
